David Holland is a Transport Canada (TC) approved Pilot Examiner (PE) for IFR flight tests. This includes both initial instrument flight tests (IFTs) and recurrent instrument proficiency checks (IPCs). These can be conducted in an aircraft or approved Flight Training Device (FTD) or Full Flight Simulator (FFS) as per TC directives. He is qualified to conduct IPCs on Airbus A320/330 FFS.
IFR flight tests can be done in the Ontario Region, typically in the Ottawa-Kingston-Arnprior-Cornwall area. Flight tests in other parts of Ontario or other provinces can be done on request. David Holland is the author of the Instrument Procedures Manual (IPM – see home page). He is a certified flight instructor, has extensive military, Transport Canada and airline experience and has been teaching and testing IFR for many years.

IFR Flight Instructor
David can teach initial IFR students and prepare them for the instrument flight test. He can also teach IFR pilots who want to brush up on their IFR flying skills or as part of a general flight review. He is qualified to use several flight training devices in the Ottawa area for IFR training. IFR in-flight training can be conducted in your own single or multi-engine IFR-certified aircraft or a flight school aircraft.
David uses an IFR training syllabus that provides a logical and progressive flow to become a safe and effective IFR pilot. His extensive airline background ensures real-world training. Preparation for the IFR written exam (INRAT) is via an exam preparation seminar (Aerocourse or other provider), online training and self-study.
IFR Initial Flight Test Requirements:
An applicant shall have obtained:
- a minimum of 70% on the written examination Instrument Rating (INRAT) which shall include the following subjects:
- Canadian Aviation Regulations;
- Instrument Flight Rules and Procedures;
- Meteorology;
- Instruments;
- Radio and Radar Systems; and Navigation.
Flying requirements include:
- 50 hours of cross-country flight as PIC;
- 40 hours of instrument time of which a maximum of 20 hours may be instrument ground time;
- 5 hours of dual instrument acquired from the holder of an instructor rating;
- 5 hours in aeroplanes where the applicant is applying for a Group 1, 2 or 3 rating;
- 15 hours of dual instrument flight time provided by a qualified person as in section 425.21;
- one dual cross-country flight under simulated or actual IMC conditions of a minimum of 100 nautical miles, in accordance with an IFR flight plan to include at, 2 different locations, an instrument approach to minima.
